The Berlin ICC Quality Framework (BQF)

A proprietary evaluation matrix for the effectiveness and depth of professional training programs.

Measuring Practical Readiness, Not Theory

The Berlin ICC Quality Framework (BQF) is a proprietary evaluation matrix designed to assess the effectiveness and depth of professional training programs. Rather than focusing on theoretical academic models, the BQF strictly measures practical application, problem-solving capabilities, and industry readiness.

Programs evaluated under the BQF are assessed on the substance of what participants can do upon completion — not merely on the hours attended or the material presented.

Evaluation Criteria

Three Dimensions of Assessment

01

Curriculum Relevance

Ensuring the knowledge delivered is current, practical, and aligned with international private-sector requirements.

02

Assessment Integrity

Verifying that the partner institution employs robust testing, project evaluation, or practical exams before requesting a certificate.

03

Outcome Measurability

Validating that the certified individual can immediately apply their verified skills in a real-world corporate environment.

Note on Compliance. Berlin ICC standards operate independently of national governmental education ministries. We provide a private-sector seal of excellence designed specifically for the global job market. Berlin ICC does not claim accreditation under ISO/IEC 17024, ISO/IEC 17065 or ASTM E2659; see the transparency statement.
Certificate Types

Two Levels of Attestation

Certificate of Achievement

Issued when the participant has completed the audited program and passed the partner's assessment (examination, graded project or practical exam). It attests to demonstrated competence in the program's scope.

Certificate of Attendance

Issued when the participant has completed the required participation in an audited program without a graded assessment. It attests to attendance and completion, not to assessed competence.

Both certificate types carry a unique Certificate Identification Number (CIN), a QR code and the name of the Authorized Issuing Partner, and both are recorded in the Global Credential Registry. The type is always stated on the certificate and in the registry record.

Reference to the European Qualifications Framework (EQF). Where a partner has designed a program's learning outcomes with reference to an EQF level, the certificate may carry the note “Learning outcomes designed with reference to EQF Level [X]”. This is a design reference chosen by the partner and reviewed by Berlin ICC; it is not an EQF classification, referencing or recognition by the European Union or by any national qualifications authority.

Quality Audit Statement

Standard-Setter, Not Course Provider

Berlin ICC acts as an independent standard-setter: it audits the curricula and assessments of partner institutions against the BQF and confirms whether a program meets the standard. Berlin ICC does not design, deliver or sell the training itself.

A program that passes the audit receives the statement “This program has successfully passed the Berlin ICC curriculum quality standards” and may display the Audited by Berlin ICC seal in its own materials. The statement is a private-sector quality-assurance declaration between Berlin ICC and the partner institution; it does not imply approval by any public authority.
